Thank you for your message. I have worked with Polish SAP consultants at Unilever in the Netherlands, there must have been at least 25. My boss was Polish :-) I have also worked with Polish SAP consultants at Nestle in Switzerland and Nike, Shell in the Netherlands.
In order to work in the Netherlands you have to make sure you are compliant. I am a SAP FI/CO freelancer and I always use TCP solutions, http://tcpsolutions.com If you work via them then you can be sure to apply to all laws.
The Netherlands is one of the few countries in the world where the government does not allow you to avoid tax, a lot stricter than many other countries. Sometimes they make you open a G account where you have to deposit taxes, social charges before any deal is done. Some people do not want to work in the Netherlands because it is so strict. In some other countries you can say "Send the money to my account in the Bahamas". Here is it not like that.
Taxes are high in the Netherlands but there are many foreign companies working in the Netherlands. You can take a look at http://nfia.com which is the Netherlands Foreign Investment Agency. Here it talks about about foreigns working in the Netherlands. The official government website for foreigners is http://ind.nl It is in English. Here you can find the official information about working visa/documents.
In general Dutch people are fine with foreigners coming to work in the Netherlands because we have many jobs. If you pay the Dutch taxes and charge similar prices to the locals they like it even more. There is even a discount for foreigners called the 30% rule.
Regarding the fear of the tax office, yes...They are very powerful...they also use SAP systems to track us :-)

There are millions of foreigners in the Netherlands. If you have some special SAP skills that they are looking for then they are often interested.
Of course at present the economy is less good then before, but in the future things will get better again.
