Temat: AFGANISTAN; problems of Hamid Karzai

In February once again I’ve decided to visit Afghanistan.
I reached Kabul the day after the terrorist attacks on “Park Hotel” near the Ansari intersection. The view was very depressing. From homes standing along that street left only ruins. The terrorist attack on hotel, where main residents were citizens of India – mainly Muslims! – and two accidental Europeans may seem weird but…
In Afghanistan no one has any doubt who is guilty of those merciless acts - secret services of the underground groups of foreign countries. Criminal circle will do everything to disable the balance in region to prove that they are irreplaceable.
Such kinds of people are simply unscrupulous. It’s so easy to posses the executors of the Final Plan. I would say that there are even too many potential executors. There is one main motive that pushes “God maniacs” to insane acts - a desire of becoming “shahid”, which means martyrdom for faith. Finally all those martyrdoms for faith needs to be trained, and underworld has founds and ways for training suicide bombers.
The arguments of various scientists in blessed Koran saying that such desperado won’t reach the eternal paradise to gain the possibility of possessing innumerable amounts of virgins, wine and hashish and other physical pleasures seem to be futile effort. Words of condemnation are like dead silence for the poor victims of the merciless world. Dominant parts of those desperados are analphabets. Many of the martyrdoms for faith holds inside grief for real or simply make up harms that the Muslim world needs to struggle with.
Kabuli citizens wave aside places where frustrates had committed suicides with indifference on their faces. When I ask them a question what do they think about this whole situation, majority of them always point at hostile Pakistan and standing on it’s side USA, NATO, Russia and “others”. And what if this is truth?
Clean service has tidy up all the shrapnel’s, clean up all the debris. Proprietors of local homes started to make a renovation of their homes. However giant building of Kabuli Business Centre and Landmark Hotel would be forced to exchange few windows, but probably with my second arrival I won’t see any side of this misfortune.
The hole after small, two-storey Park Hotel will soon disappear and in its place they will build terrible skyscraper made of glass.
Anyway I want to write about other “Bomb”
The problem I want to write about, that I’ve before mentioned is growing from the moment of withdrawal of Taliban from Kabul and taking over control by ISAF (International Security Assistance Forces, namely international police). Most of habitants of the Afghani capital lived there illegally and year by year this number is still growing.
When I came back to Afghanistan in 2002 in Kabul were living about 400 thousands of habitants. Today it’s about 5 million people. The infrastructure of the city isn’t prepared for such swarm of “wild occupants”. 15 July 2009 Regional Information Networks (IRIN) announced that there is about 3 million of illegal, unplanned and breaking all basic standards homes (I mean slums). They are a public menace. Additionally those people needs to struggle with luck of clean water and completely luck of plumbing. Thousands of cars that in Europe have only place on landfill side are poisoning the environment. Not to mention human’s throats to such extend that simple walk threw the street because simple walk causes unpleasant feeling in the throat or even conjunctivitis.
Abdul Wahab Sadaat, vice director of the civil municipal services announced such a report to IRIN Agency: “Currently these places are around 75% of whole homes in Kabul and they are very susceptible to earthquakes, floods and other natural catastrophes”.
Big wigs from The Ministry of Municipal development stress that in last years many of smooth operators, commanding officers, mobsters, personages, drug dealers and influenced persons of various political parties enforces crisis by illegal construction industry which is the direct effect of serious environmental, health and social problems.
For all those years I was forcing thesis that there is no war in Afghanistan, but my opinion don’t convince anyone in Poland. The Ministry of National Defense of Poland and Ministry of Foreign Affairs are fighting with my thesis with all their means. In my opinion soldiers wants to stay in Afghanistan because of financial side, access to modern military gear, soldiers and natural, very difficult polygon. Diplomats are simply afraid of appearing Polish entrepreneurs in Afghanistan, and God protect those – TURISTS – because that would force the embassy stuff and the Head Office to disclosing real information and not making a big deal from war in Afghanistan.
In 2002 no one even thought about building new homes. Nobody even started the renovation of the abandoned or damaged buildings. People were considering whether Taliban come back or no?
Since 2003 majority of Afghani started to believe in peace and since that moment the capital started to “flourish”. The same phenomena was initiated in whole northern west part of the country and partly on southern east, namely along the border with Pakistan.
Couple days after my coming to Kabul president Karzai announced an expose, in which he had condemn building homes without any plans.
The rumors are saying that the capital is illegally “embellished” by 800 of skyscrapers.
Local authorities are making plan of building new “Big Kabul” with the location on current northern east part of the city. New capital should reach the area of 740 km² and will be finished around 2030. During the first level about 1,5 m should live in Kabul and its main goal is to reach 3 m citizens. During the first 16 years the construction will cost about 35 billion of American dollars, where 24 billions would be given by private sector and 11,5 billions would be given by the government and other organizations.
In 2025 number of people will reach around 8 millions people in Kabul.
President Karzai apart of fight with Talibans and problems with keeping the force in his hands has a quite big problem with illegal building of his country and needs to bear all the consequences of such situation. Perhaps Polish business won’t pay attention to one-side opinions of Ministry of Foreign Affairs and Ministry of National Defense of Poland and despite of that information would come into Afghani market with lucrative contract for them and Poland.
I ask a rhetoric question:
Does building skyscrapers and luxury mansions, building of modern bridges and reconstruction of roads are connected with the war?
So where is that war?
Non-orthodox answer:
Surely not in Kabul and other big Afghani cities!

Prezydent Afganistau Hamid Karzaj ostrzegł, że miedzynarodowe siły operujące w Afganistanie zostaną uznane za wojska okupacyjne, o ile nadal będzie dochodziło do bombardowań, w wyniku których ginie afgańska ludność cywilna.

Swe oświadczenie Karzaj przedstawił po kilku atakach z powietrza dokonanych przez siły NATO w ostatnich dniach. W wyniku tych nalotów zginęli cywile.

Karzaj przypomniał, że wojska sił międzynarodowych są w Afganistanie dla prowadzenia wojny z terrorystami. Dlatego władze tego kraju zakazały bombardowań domów należących do afgańskiej ludności cywilnej.
